Go to ebaymotors.com and type in the search box your year, make, and model then service repair manual there should be a repair manual on cd, these are great because they have electrical component locators one the program that show blown up illustations of the complete car and component locatiions

I think the wastegate is staying open when it gets warmed up is that possible

wastegate should be open if waste gate closed it will cause engine to overboost destroy engine.

While im driving im not getting enough power and the engines loud

if you have a manual transmission, adjust the clucth pedal - if wont work? replace your pressure plate, clucth disc, and the release bearing.
i dont have any idea on automatic transmission.

AC or heater fan does not work?

The most common problem with these fans are the fan itself wears out, or the relay becomes burnt at the contacts inside, or both.

Blower Motor REMOVAL & INSTALLATION

Disconnect the negative battery cable.
If necessary on 1992 and 1993 Typhoons, remove the charge air cooler. For details, please refer to Section 3 of this manual. Fig. 1: Example of a common blower motor installation - vehicles without A/C shown
Disconnect the blower motor cooling tube.
Disengage the electrical connector(s) from the blower motor, as necessary. NOTE: On some earlier models equipped with A/C, it may be necessary to disconnect the A/C vacuum tank and move it aside.
Remove the blower motor-to-case screws, then carefully withdraw the blower motor from the case. To install:
Install the blower motor to the case and secure using the retaining screws.
Engage the electrical connector(s) to the motor, as necessary.
If moved on early model vehicles, reposition and secure the A/C vacuum tank.
Connect the blower motor cooling tube.
If removed on 1992 and 1993 Typhoons, install the charge air cooler.
Connect the negative battery cable. Fig. 2: Disconnect the blower motor cooling tube
Fig. 3: Disengage the necessary electrical connector(s) from the blower motor
Fig. 4: Loosen and remove the blower motor retaining screws
Fig. 5: Withdraw the blower motor from the case
