If all the windows will not work it will most likely be a blown fuse or a faulty relay. Check the fuse box in the engine bay for a blown power window fuse. If they are ok check the relay by swapping it with one of the other relays in the fuse box.

First of all before you spend a lot of money with computer mechanic or personal machanics
try a little trouble shooting yourself. My sons neon would not start it started out as beinging a intermittent problem 1. It had a very old battery we replaced it seemed like this sovled the problem it started and ran for a couple of weeks, then same problem. This seemed like it may be a wiring or inition problem, jumped from the + batt. to the starter relay coil w/ key turned on it started every time was thinking it was the inition. Tried one more thing switched A/C relay w/starting relay in engine compartment fuse box. wa la no money for the greedy mechanic.

Check under the hood in the fuse/relay panel. Remove the cover and look inside the cover for the correct location for the fuse and relay controlling the starter. Inspect the fuse for a blown fuse, if ok then have someone to get inside and you put your finger on top of starter relay while they try to start the engine. If you do not feel a click from the relay while they are trying to start the engine,then replace the relay. Hope this will help.

fuse will be located under the hood in fuse/relay panel. unlatch cover and turn it over to read fuse location fuse#23 use a test light to check for power on both sides of fuse. hope this will help!!!
