There are clutch adjustments in the linkage between pedal and the clutch itself. I recomend you review a repair manual. your Library may have one. Auto parts store may have one. Try this: http://www.filepeep.com/ or google 1999 dodge dakota clutch adjustment in the "images" I bet you can find a good answer.
If I remember been a while there is no adjustment to the clutch. It is controlled by a hydraulic piston that disengages the clutch when you push down on the peddle.
im not 100% but i think that truck has a hydraulic clutch. if it does for sure then check the fluid level if its a cable or linkage type then it may be out of adjustment. Ether way (low on fluid or out of adjustment) the clutch may not be fully disengaged while your trying to shift. Start there before getting to far into it.
