I had a '93 Lumina a few years back and when the cruise control went out, I found that the vacuum hose had deteriorated and there was no vacuum to run the actuator (left side, where the cable from the throttle body ends). I replaced the hose (50 cents) and it worked fine again.
That is called the clockspring contact and it is a common cause of the cruise not working.

do you think it could be the wiring under the steering wheel
it is not a fuse problem or other things woukld not work besides the cruise.
