Yes you would need to remove the air bag to check the switch contacts. And you would need to disconnect the battery for a few hours before removing the air bag. I would check with the dealer on the contacts to see if they are separate or part of the air bag. You could take a test light and check to see if the ground wire from the steering wheel is making the relay power the horn.
Fuse # 15 control power to the horn relay, remove the fuse and see if it stops blowing, that is one test, secondly remove the relay to see if this disable it. You could also have a horn button that is stuck in the engage position.
