I had the same problem with my 1999 Passat, whose power lock switch was also not working. It seems that when the mechanic fixed the power lock switch this also resolved the issue with the fuel flap.
Until I had this done, I had to do what goeffreyh above said, pull the upholstery in the trunk aside and pull back on the plastic tab to open the fuel door manually.
Pull away the "carpet"inside the trunk backing onto the fuel flap, to get to the wire, pull it and the flap will open.

Inside the boot there is a liitle cord with a fuel symbol on it. pull this and the cap will open.
