I have No brake lights on my 1990 camry LE sedan automatic, I;ve changed the fuse, bulbs and the brake pedal switch, whats next ? whats this about a lamp sensor ?

Yes there is a lamp sensor that is between the brake light switch and the rear lamps. If you have a center light it is connected directly to the brake switch and bypasses the sensor.
I would check for voltage in and out of the brake switch - if you have voltage out you may have a problem with that sensor.

Rear stop lights (lower) won't come on when pedal depressed, BUT the high mount stop light does come on. Changed the bulbs - no go, the old ones did not look bad. All other rear lights work fine. ...

If all bulbs are known to be good, check fuse for brake lights (stop lamp fuse). If fuse is ok, go to next step
Next step- Does this Camry have a display in the instrument panel that indicates when a brake light is out? (not sure, check owner's manual)
If so, you may have a defective brake lamp sensor. Its mounted in the trunk on the right side. It may be blue, black, brown or yellow and may need to be unsnapped or unscrewed to remove. It will say on its cover what it is. You will need the number off of it to get the proper replacement. They run about $400.

How to access rear brake light to change it. I have a 1995 Camry LE V6. The owner's manual show a different set up.

You should be able to access it from inside the trunk. You may have to remove some carpet panels to get to it.

Toyota '94 Cover of high-mounted stop light won't come off

The cover under the rear windshield DOES come off and you need to finagle it a bit to get it to come loose. Try to push in on both sides while lifting up and pulling towards you or pushing on the front while pushing up. There are a couple of plastic clips that hold it on, but once you get any one of them to come loose the whole thing will come off, promise!!
