Had the same issue. I replaced one of the fuses in the little case on top of the engine. Check the fuse diagram in the manual, locate the one for a/c. The fuses are color coded by amps, just buy the right color and push into place. (I did this after verifying my coolant levels were normal)

The plastic ignition switch is held in with a philips screw. You will need to remove the ignition lock cylinder to get to it. A easy way to check is to unplug the wires going into the back of the lock housing and plug in the new switch, without removing anything.

With the intake where it is this can be verry hard. You may have to pull the intake manifole to get it done. I can pull 1,3,4 but 2 is a problem. Check with a good auto parts store many times they have people with mechanical skills and loaner tools.

My 2002 VW Beetle (not turbo) after charging battery won't run

Hopefully you are using the same ignition key you had before to start the car. This flip module mhas a chip that tells the system you have the proper key. If for some unknown reason the system lost this program it is probably a dealer only problem. The chip is inside the fob right near the key itself.
