I can feel friction while driving above 15 mph.

I have a Buick Regal 98. When I get around 15 mph the inside of my car gets loud. At first I thought I had a hole in my muffler, but I figured it would do that even when in idle or during acceleration. It also does it when I'm driving down a hill thats why I doubt its my muffler. The noise is getting increasingly loud and those who ride in my car ask me why my car is so loud. Anyone think I may need new tires or wheel bearings?

If you have a bad wheel bearing then you will have a vibration that you will notice. If that is the case then you have a bad wheel bearing.

If you had a hole in your muffler it would be loud all the time and be even louder upon acceleration. You could check this first by getting under your car while its running and see if exhaust is coming out where it shouldn't be.

it could be center bearing, if its going bad it can also cause a vibration, make sure you have sufficient fluid in the diff as well, you can also get a noise and vibration from collapsed motor or trans mounts

Sounds like your car is misfiring, if you can take your car to a parts store like pep boys or autozone and they will plug it in for free and you will get some engine codes. This will tell you EXACTLY what is going on here. If it is misfiring then your best bet is to change coils plugs and wires.

No power, wont go above 15 mph but no slipping tranny or smell (cat conv)

Sounds like it to me. Remove the O2 sensor and run like that to see if you get some power back. If you do you are on th right track.
