Do you have power to the headlights on the high beam circuit ?
Have you checked the dimmer switch ?

Could be wiring somewhere or a ground is disconnected.

if the problem is happening only when the door is open, it could be a bad connection in the door jamb switch that turns on the lights when you get in.

If it comes and goes while you are driving, the problem could be in the headlight switch/light dimming knob.

loose connection or faulty switch is my guess here.

Make sure the interior lighting dimmer is not set to the full ON possition.
I believe the Windstars dimmer is under the headlight switch yet in 2000.

locate the head lights fuses and check,it may be loose

we had the same problem there is a small line that connects itno the alternator, it kept jiggling loose. we found a way to tighten it and the problem went away
