Either the steering gear box is bad (which is highly unlikly)
or your ball joints are locked up!!
and if it is the ball jonits replace the tie rod ends also!!

This sounds like a bad valve in the rack and pinon. I just had a simalar problem on a Mitsubishi .. I replaced the rack with a A1 Cardone rebuilt rack and it cured the problem.. Rebuilding a rack is a job better left to the pro rebuilders.. you can call the teck line for A1 cardone and ask them what they think.
are the pipes on the right way around as never seen this before to be honest so either a blockage in the pump outlet or the pump has failed but i have never seen this before as when the pump fails is just doesnt pressurise
I would say you have a defective power steering pump since the rack is replaced. You did bleed the air out right? Raise the front wheels off the ground and slowly turn the wheels left to right and see if the air is bled out of the system. There is not "reset button"
if the rack and pinion was not leaking or causing problems. then he may of made a wrong move! if the rack was fine before, and you just lost power steering. then it is most likely the power steering pump or the lines that go from rack to the pump. good-day ! if a rack goes bad, you will get a bad steering problem or just bad steering.
you need to bleed the rack. you can try to turn the steering wheel to the left and hold for 5 sec and then to the right and hold, continue this a few times check fluid and repeat. you can also try to loosen line on rack and turn wheel to bleed air out then tighten before turning wheel again.
My RX8 had the same problem. First, change your battery cable ends. On the Positive cable there is a white wire that powers the power steering. It probably has a bad connection at the battery post. I cut the end off my rx8 and just put a regular battery cable end on it and my problem was solved.
i would check the power steering fluid level. if thats ok. then i would bet its your power steering pump. other possibilities although rare are : if its power assisted rack and pinion, rack may need to be replaced if its damaged or corroded on the inside. or could be a pinched hose in the power steering hose routing. Wrong fluid in the power steering pump (causing the valves to swell shut) this happens when quick lube places put the wrong fluids in the wrong places. ( i went to one and they put the wrong fluid in my brakes and had to have my master cylinder replaced and brake system flushed... yes they denied it still cost me 350.00) also could be damaged suspension parts causing the resistance to your steering. hope this gives you some leads to find out whats up.
