A p0700 is a general tranny code you need to have a scan of the tranny to find out what is wrong it will be electrical but needs a complete scan most of the time trany shops have a free diagnostic, this should also show up the p0735 number which is the 5th gear incorrect ratio so its more than likely to be an electrical rather than a mechanical fault....hope this helps

out of commision right now? sounds like it needs a new transmission, or out of fluid, but if the fluid is low or empty theres probably some dammage thats been done. i bet if you run that computer to check that code it will only confirm your guesses...
safety[ limp] mode truck wont go over 2000 rmp but it will get u safely off road or to a service station or home ur getting some kind of code thats effecting ur truck --use a different reader urs might not be able to retrieve the problem code but can reset the computer-some auto stores such as auto zone / advanced auto scan for free check shops in ur local area
if your truck doesnt have the driver info center, you can reset that by turning the key to run with the vehicle not running and push the gas pedal to the floor and let off 3 times but must be done fast
if from the outlet had power before and you used a test light to test for power . remove the barrel ( the front part of the lighter) in the dash using your thumb to turn it.On some vehicles they have an inline fuse not to far from the cig. lighter on the inside of the dash
