Hard! there is a hole on the steering column near the lock cylinder. normally you can turn the key and stick a small screw driver in it to pull out the lock cylinder. in this case you can drill the pin through that hole then pull it out

the manuals says

  1. Rotate the lock cylinder key to the Lock position. Disconnect the negative battery cable from the battery.
  2. For tilt column only, remove the upper extension shroud by squeezing it at the 6 and 12 o'clock positions and popping it free of the retaining plate at the 3 o'clock position.
  3. Remove the 2 trim shroud halves by removing the 2 attaching screws.
  4. Disconnect the ignition switch electrical connector.
  5. Drill out the break-off head bolts connecting the switch to the lock cylinder housing by using a 1/8 in. (3mm) drill bit.
  6. Remove the 2 bolts, using an Ex-3 Easy-out® tool or equivalent.
  7. Disengage the ignition switch from the actuator pin.

How do I remove a ignition lock cylinder without a key? on a ford ranger w/tilt steering 1987yr

Be sure and watch the first video. Make sure you understand the mechanics of what you are trying to do, first. The first video link is on a Ford. Its not easy to do, but it can be cheap. Just don't slip up and drill too deep. Fortunately you will have the new cylinder to use as a guage for how deep too drill.
Now what I have done is determine where the pins are that actually lock the lock, and just drill those out. Then you can take a large screwdriver and turn the cylinder. Once turned, you can press the button they are talking about in the video and it will release the cylinder. Then just insert the new one in the same position.

Drill out ignition lock cylinder

It is easier to go to a junk yard and get a steering column that has keys in it. I have done it twice because if you are too far off the new cylinder wont lock into place.

How to remove a ignition housing on a 1988 ford ranger

You mean the ignition lock cylinder? Turn key on, then look under the column, near the cylinder, there is a small hole, take a small screwdriver or rod and find the small hole about 2 inches from the key and depress the button, the cylinder should pull out.
