I inherited my 99 Buick Regal GS from my brother, who passed away from cancer. One of the battery terminals was lose, after tightening it the radio is locked. I asked my sister in law if she knew the unlock code, but she doesn't know it. How do I unlock it?

should be on the fuel rail, take the plastic engine cover off and you should see the injector rails on either side of the supercharger, got to be real close to the line towards the firewall
You need to eliminate some possibilities.
While reading your amp draw, you can start by pulling fuses. Make sure you don't have a glove box, trunk, or hood light on.
I have had an alternator issue that had a constant draw. I removed the large wire on the alternator and the draw went away. You can do this for your starter also.
Pulling relays may also help, just go one at a time.
I had a similar problem....my 98 regal GS did the same. There is a two stage fuel pump resistor located in the right inner finder. It was corroded and open. The fix requires relocating new resister on firewall. Fix was $165.00 + tax to my mechanic and runs like new now. Hard to diagnose problem per mechanic.
CHECK FUEL PRESSURE IT SHOULD BE 41 - 47 PSI. IF NOT REPLACE FUEL FILTER.IF NO CHANGE. REPLACE FUEL PUMP.IF FUEL PUMP IS GOOD.YOUR PROBLEM COULD BE A INTAKE LEAK OR SPARK IGNITION PROBLEMS.ALSO USE A SCANNER TO CHECK FOR FAULTY SENSORS OR THEFT DETERENT PROBLEMS.
I have a 99 Buick Regal and it too dies out, but only when I use my turn signals. Sometimes, when trying to start the car...the dash lights would flicker and you can hear some sort of electrical ticking sound. As of today, my car will not start (5/24/09) it hadn't turned over since yesterday. After a process of elimination and searching the net, I think I need a new ignition switch. You may need one as well.
