Code 116- Engine coolant temperature (ECT) sensor out of range, I would replace it.

Code 411- Idle speed system not controlling idle properly (too High)
Code 412- Idle speed system not cotrolling idle properly (too Low)

After replacing the ECT clear codes by disconnecting battery positive for at least ten seconds, see if codes 411, 412 return, if so clean or replace the Idle Air Control solenoid (IAC), repeat clearing of codes. Hope this helps, let me know.

What does the reduce engine power light mean?

It is an indication that the computer has detected a performance or emissions problem and has taken steps to prevent damage by not allowing the engine to rev higher than 2K - 3K RPM. There should be a check engine light on as well. You need to have the codes read to find out where the problem exists.

TCS warning light is on. Check engine light is on. Reduced engine power light is on. the accelerator wont work when pressed all the time. when revving it up it will not rev over 3k in neutral.

There are literally thousands of codes that can cause the check engine light to come on. There is no way to guess why yours is on based on your symptoms. Many auto part stores will scan your engine computer and give you a print out of the codes for free, unless you live in CA. We would need to know what these codes are to give you an accurate reason you are having issues. FYI, modern engines won't rev past 3000-3500 rpm in neutral. This is to prevent engine and torque converter damage.

Engine high rev at stop and slowly goes to idle speed.

I've got Hyundai Lantra 1.6 year 2000. It's take time to start when it's hot. When I start my car it revs at about 2k-3k rpm. It also does it when I come to a stop. When I come to a stop it will stay at a higher rpm than that of idle speed. It drives ok when on freeway but uses more petrol. I have changed the water & petrol pump but no luck
