Stops running at times (like turning off key)
I suspect fuel pump relay not holding or Fuel pump.
Won't start turning key to crank, but if I turn key on/off twice (to fully prime fuel line and rail, then 3rd turn of key and crank it starts every time.
Fuel pressure from pump 60# (taken at output at fuel filter) and it holds that pressure. I feel that relay and pump should be changed. This problem arose after the battery was changed.
Question-1-what is the output pressure of this honda pump?
Question-2-how/where Can the fuel pump be accessed to replace-Trunk access door??

normally that happens with a fuel pump going bad or your ignition coil gets to hot n shuts down. when it happens again, take your spark plug wire off, have someone to help you start the car if no spark its gotta be your fuel pump

Try pounding on the gas tank with a rubber mallet or similar tool. (careful not to dent the tank) Try starting it. If it runs, replace the fuel pump (it's nfg). I've diagnosed numerous fuel pumps this way. Remember the pump needs to be replaced, if you drive it, you don't know when it'll fail for good. Hope this helps. Please post the results.

either have a shop scan it for trouble codes or buy a scanner your self at local parts store have OBDII scanner and find out for your self it could be a number of things.
