There is a safety fuel cutout, it should have a yellow handel and in the back of the vehicle near the fuel tank. The manual will tell you where it is and how to reset it.

Do you have the actual trouble code ? And have you checked fuel pressure with a gauge ?

You by some good fuel injector cleaner from the parts store

On the Cirrus, Stratus, Breeze and Sebring convertible, a frame-mounted fuel filter is located on the frame rail,
above the rear of the fuel tank.

yeah sound like your fuel injectors are clogged...I would first change and the fuel filters and go to wal mart and buy "sea foam" fuel injector cleaner its in a white and red metal can this stuff is awesome!...and add it too a full tank of gas run the vehicle till the gas tank is empty..if this doesn't fix it you will need to flush out the entire fuel system and flush out the fuel tank

see if the coil is firing, pull the wire partially out the coil, if not replace it.

In order to drain the fuel you will have to remove the gas tank. Also, you should change your oil and transmission fluid. Changing the fuel filter would be a good idea too. After you get the car started add some fuel injector cleaner to the gas tank and you should be okay.
