When the ignition switch is in the RUN or the START position, voltage is applied through the TURN/LPS fuse to the normally closed contacts of the hazard switch. A single flasher in the hazard switch performs the following functions:
• The turn signal operation
• The hazard flasher operation
When the turn signal switch is in the LEFT position, voltage is applied to the following components:
• The left turn indicator
• The left front park/turn lamp
• The left rear turn lamp
The lamps immediately turn on and flash as the flasher opens and closes the circuit. If a bulb is in need of replacement, the turn lamps will flash at twice the normal rate.
Without testing i would probably say the flasher is bad .

sounds like one of light bulbs was malfunctioning and caused the flasher unit to blink rapidly and iy burned out. Replace front and rear turn lite bulbs and see if flasher flashes. if not check fuse and replace fuse. If fuse okay replace flasher unit. Good luck
The first place to start are fuses, check your owners manual for location, typically left side of dash.
The emergency (hazard) flashers and turn signals are on separate fuses and run through the hazard switch. If all the lights work when the hazard switch is on then the problem will likely be a blown turn signal fuse.
Other possibilities are the hazard switch itself is bad, the turn signal switch is bad or a broken wire, all of which require a meter (or test light) wiring diagram and knowledge of the circuit to test it - better to have it done.
I think you might have a separate flasher for the turn signals under the dash. The turn and hazard flasher would look alike. Turn you hazards on and find the flasher for it under the dash. You will probably be able to feel it working and hear it clicking. The other flasher under the dash is for the turn signals. Try replacing that one. I think it was in later years they began to combine the two into a single composite flasher.
you don`t say but do the lights work either on the front/back on both sides.if not then it may be a fuse that needs replacing or need a bulb replacement.if the lights work but don`t flash then it sounds like a signal flasher problem.the flasher is located in the fuse panel under the dash on the drivers side.if the hazard flashers work then turn them on to find the hazard flasher by the fuse panel then you will know what the signal flasher looks like and change the signal flasher.make sure you change the one for the signals and not the hazard one.if the hazards work then i would say the signal switch is good as the hazards work through the same switch.
the turn signal flasher is a small canister-shaped or rectangular unit located under the dash, either in a clip adjacent to the steering column or in the convenience center which is located located under the right side of the dashboard and houses relays and other components. The fuse.faulty flasher unit a broken switch or a loose or open wire. We have eliminated the switch, I would check all fuses inside and out, you can replace the flasher with the hazard flasher as if I remember correctly they are the same shape and size, then it is just a matter with a tester light running it from the column to the sockets and finding the break. A fuse panel is in the glove compartment; remember that turn signal and hazard signals work with Flashers: the turn signal flasher is mounted in a clip on the right
side of the steering column support bracket. The hazard flasher is
located in the component center, under the instrument panel, on the
right side.
Replace the flasher by unplugging the old one and plugging
in the new one.
