Have you tried turning the wheels back and forth from left to right with the truck sitting still? I would try that and have someone watch the rower steering pump pulley while you are turning the wheels. Is the pulley stopping or slowing, any noises coming from the pump? I know that truck has an automatic tensioner on the belt but, I've seen those tensioners seize up and then the belt can get loose. Another thing to check is the pulley itself, some of those trucks have a plastic pulley. That pulley presses on to the pump shaft and the pulley may be cracked. It's possible the pump is getting bad. It's full of fluid, right?
