The sequence of programming for 1998 Audi A4 Concert radio is: 1. Push simultaneous "SCAN" and "RDS" keys until on the screen will appear "1000" displayed. 2. Release keys. No more push on "SCAN" and "RDS" keys because otherwise number "1000" will be considered as first safe code attempt. 3. By the #1 key you will set up the first safe code digit. 4. By the #2 key you will set up the second safe code digit. 5. By the #3 key you will set up the third safe code digit. 6. By the #4 key you will set up the four-th safe code digit. 7. Then push again simultaneous "SCAN" and "RDS" keys for confirm this safe code. On the screen will be displayed "SAFE" notice. Release keys! For few seconds a radio frequence will be displayed. Entering Anti-theft Code
The following is the procedure to re-activate the radio if the display
shows "SAFE". It is important that the procedure be followed in the
correct order.
1. Turn on radio. The radio display shows "SAFE".
2. Press the FM2 and RDS buttons simultaneously and hold until "1000"
shows on the display. Release the buttons. Do NOT press these buttons
again, otherwise the radio will consider "1000" to be the code.
3. Use Preset buttons 1 ... 4 to enter the four-digit code number
from your radio card. Preset button 1 corresponds to the first digit,
Preset button 2 corresponds to the second digit, etc. Each press of the
button increments the number by 1.
4. Once the code shown on the display is correct, press the FM2 and
RDS buttons simultaneously and hold until the word "SAFE" appears in the
display, then release the buttons.
5. The radio should unlock and be usable shortly afterwards.
6. If an incorrect code is entered, the word "SAFE" appears, first
flashing and then continuously. You can repeat the above steps to unlock
the radio once more, the number of attempts will be shown in the
display. If an incorrect code is entered again, you radio will be locked
for about one hour. After one hour - the radio must stay on and the key
must remain in the ignition lock - if the display goes out, the you can
repeat the above procedure to unlock again. The cycle - two attempts,
one hour lock-up - still applies.
7. If you lose your radio code, contact your Audi dealer.
Note: Some European market Concert radios have a TP button instead of
the FM2 button, so the description above with those units would require
pressing the TP and the RDS buttons simultaneously.

Unfortunately, if I am reading this problem properly, you have a Blaupunkt radio in your Audi. Disconnection from power source and reconnection without proper (un)locking code will result in the permanent disabling of said radio.
It's a common problem in factory Blaupunkt radios installed in Volvo's, BMW's Audi's, etc. A very effective anti-theft mechanism indeed!
press rds and fm1/2 together and hold it til your radio indicates the numbers 0000 then enter your code using the buttons 1234 keep presssing the number one til u get the first digit of your code then go on to the next number and so forth. once you get the code in press rds and fm1/2 again til lthe radio automatically turns on.

Then enter code with radio numbers 1 through 4, pressing each one till you get the first no. of the code, then for 2, press till you get second no. of code, etc. The press and hold FM2 and RDS until radio comes on.
Press & Hold RDS & TP at the same time , display will flash enter your correct code then press and hold RDS & TP together to save the code. Radio will be unlocked after that if the correct code is entered
Holding the scan and rds buttons when the radio says SAFE. Then the 4 dashes should come up, enter the code using the station 1-4 buttons. If this does not allow you to enter the code try pressing scan and TP.
That's usually how it works. On the Delta stereo you hold the FM1/2 and DX buttons. You can try different combinations though. Also, make sure you press both buttons at the same time - don't hit one and hold it down, and then hit the other - it won't work that way.
