Can you grab the wipers and make them move with your hand? If so the linkage has come apart. The clicking noise would be something hitting.

No brakes light i checked the fuses they are ok

If you have power to the bulbs then check the switch. It is located under the dash about midway above the brake pedal arm. It may have vibrated loose and need to be tightened.It may also need adjusting. This is done by loosening the nut and turning the top nut.The lights should activate when the brake pedal is depressed about 1/2 inch.

Insrument panel loses power periodically

this is just a loose fuse or connector wiggle the connector of the lighting control module just above you gas pedal under the dash.turn lights on try to kick slightly the module(black metal box).Sometimes you need to open it and re apply heat and solder on the relay terminals fixed on the board.

it is more than likely the lcm (lighting control module) under the dash above the gas pedal two 7mm screws and two plugs that is the most common problem

Brake lights not working

Check the fuses, and check the brake light switch, which is usually found up under the dashboard attached to the pedal arm. Make sure the connector in OK, the switch activates with the movement of the pedal. failing that replace the switch.

2000 crown victoria -brake lites failed

You have a bad switch at the brake pedal. Or a loose wire. Try light pulling on the wires on the switch at the brake pedal under the dash. They should be tight and secure. If tight and secure the switch could be bad.
