2003 mustang V6 30 amp pcm fuse blows when ignition is in on position

not the MACH 1, or Cobra, which engine, v6 what size 3.8 or 4.6L?
no fuse told but yeah F1.26 ,is 30amps
v8 is 4.6 so not it.

it runs PCM but also runs both fan relays and that hug fan
fans can short easy
unplug it for and hot wire it to test he fan for shorts
a 30 amp fused hot wire is best to try. so wires in hand do no catch fire in you hands doing fan hotwire act.
test fan only if in car, parked no on the road risking overheating engine.
must be 3.8L as the 4.6 is 50 amp fuse.F1.1 in this case. and F1.31 direct to fan on larger engine , added this just in case v8
never blame PCM ,do blame all else bad.
for sure fan.
here is the schemo.

here is F1.1 path, PCM + fan/ 3.8L only.

f1.1-undefined-undefined-0.jpg from real service manual, to fix cars, A MUST.

If you are in CA, Smog inspection may not approve it even if you successfully swap motors.

Trying to replace starter on 1994 mustang trouble is getting to top bolt

braz53190 is wrong, you either have the 3.8L V6, or the 5.0L V8. If you have the V8 you'll need a long extension for your ratchet, atleast 10in. I think the nut is a 1/2in, maybe 9/16. It should be about the same for the V6, I hope this helps.
