My Ford Focus is putting real bad when I put my foot of accelerator. It goes but put, put put and then when i press harder it goes faster and put eventually goes away until I slow down again

could be a number of things, from a vacuum leak to the idler needing cleaning. to a bad connection on the auto box sender unit. can also be a overcharging alternator this would change the ecu readings and enhance them, but also damage the ecu and the battery. 14.03 volts should be the max any higher then its a problem.
Once you have turned your cruise control on accelerate to desired speed press SET button on right hand side of steering wheel before lifting foot from accelerator, then remove foot from accelerator. pushing RESUME button will deactivate cruise control without turning it off. Then when clear of traffic push resume again to activate cruise control. It will automatically resume to previous set speed.
when i was working in my local ford dealership the only way we were able to remove that light was to access the vehicles ECU and delete the trouble codes that were on there. provided there is no actual problems with your vehicle clearing the codes should solve the problem. if there is more to it then the codes will reapear and bring that light back up.
Generally your local mechanic or ford dealership will have the scan tool required to remove the codes

nine times out of ten your check engine light means you need a new gas cap. as for your accellerater that could be a linkage issue , if you have a broken motor mount the engine will lean against the linkage . the harder it leans the faster it goes ... the faster it goes the harder it leans
