This maybe a late reply but you can hold cd/aux button until you hear beep, that will turn it off and on.

99 Acura RL 3.5 horn does not work

You have a defective part called a clock spring contact under the steering wheel, this contact is a coiled up simi rigid plastic ribbon with circuits embedded in it, after many years they l break and you loose the connection from the steering wheel controls (radio) and the Airbag. You must disarm the airbag on the steering wheel and remove it and replace the clock spring contact drum under the wheel, the cost is about $300.00

How do you remove the radio cd from my 04 acura rl

If it's a standard single din unit, one of these tools should work:

http://www.crutchfield.com/p_120865618/Universal-DIN-Tool-Pair.html?tp=990

http://www.crutchfield.com/p_120869001/Universal-OEM-DIN-Radio-Removal-Tools.html?tp=990

If it's not a standard shape, there will be a Acura special tool that you can obtain from the dealer. Good luck.
