Orileys or any national auto parts chain and ask them if they have a ODB scanner. Most do and will scan your car for free.
If you bought the car at a dealership, all saftey related problems should have been repaired before the vehicle is sold, at least thats the law in Canada, If your air bag light is not on, the air bag should work correctly, the air bag module is the center of the steering wheel where the air bag is contained, usually the horn circuit is seprate from this module and is more common for a clock spring contact to cause you issue. The clock spring is the contact point to allow the steering wheel to turn and yet keep contact with all the other steering wheel controls
Yes. open your hood, look at front of vehicle, you will see the horn. Unplug the wire. You may be able to pull the fuse, but check that no other accessories are ran on that circuit too
you have to be careful with the airbag connectors, they may look fitted but sometimes they dont go fully in - so check. on the steering wheel there is a black earth wire connected to a male connector, you need to cut the end off the wire and put a round earth terminal on it, then drill a small hole in the metal part of the steering wheel and fit a self tapping screw through the electrical connector you fitted and screw it into the hole you drilled. that is the usual cause for the horn not working e.g. bad earth connector on steering wheel. if you are not sure ask someone that knows about electrics
