Disconnect the negative battery cable for 5 minutes to reset the computer. Attach and try starting. If that doesn't work then you will need some expertise to trace out the problem.

"while driving the 1999 dodge grand caravan,

There is a known problem with dash cluster solder cracking in some of the Dodge vehicles in and around that year. I would recommend removing the dash cluster and re-heating solder on the main connector joints on opposite side of circuit board/cluster. Use a small soldering gun to be more precise where you re-heat. Simply hold tip on spot until you see it puddle again, then let cool. I did them all to be safe, but you may see the cracked one or few by simply looking close with magnifying glass or similar. If you google it, there are even videos out there as well as pictures to help. ( dodge dash cluster soldering ) is one thing to google.

I've owned our 99 Grand Caravan for 3 years and for 3 years occasionally all instruments would quit and I would pound on the dash and it would come back. About 2 years ago the abs quit and the abs light...

the most common is a bad cluster
you have to remove it
that could be a pain but it can be done
after removing the cluster remove the cardboard cover in the back remove circuit panel board and check in the middle for a broken weld here your question for your insterment panel
The Transmission Control Module (TCM) is not communicaring with the PCM.
Check all fuses. It could be a power or ground problem or a ccd bus communication wiring problem.
If not it's likely an internal failure in the TCM.
You may be able to get a schamatic at your local library.
If it's not a power, ground or wiring issue you should take it to a dealer with a DRB III to confirm the diagnosis.

Everthing on my dash (speedometer,odometer,fuel

Blown Fuse or fried Circuit board. Take to a local AutoZone, Advance, Murray's, O'reillys or a similar part house for them to check the wiring. I'm assuming the van does not use a mechanical Speedometer or Fuel Gauge.

On the plus side, with no speedometer, your indicated odometer mileage does not increase. Just keep your speed down and your tank full. Kidding, just kidding.

When you push the cruise control the light turns on on the dash but nothing happens what should i run test on 1998 dodge caravan se

I have the same problem on my 1998 Grand Caravan. Cruise control light comes on but it will not set. Have had the clock spring replaced (2 years ago) and BCM (6 months ago). Could be brake light switch on the brake pedal. Haven't been able to check it yet because of weather. Sounds easy to change and costs about $16.00. Will try to post if I get a new switch and it works.
