I have a 2000 chevrolet pickup. The parking brake pedal is stuck. It will not move at all. It is stuck up and the parking brake is off what could have caused this?

Parking brake doesn't have pads. You have brake shoes in the rear that are controled by foot pressure i=on the pedal, or by a cable when the parking brake is applied. What's the real issue. Is it stuck, not working or making a grinding? Need to know the issue to solve the problem.
It most likely has one or more frozen brake calipers (very common)I suggest replacing them in pairs, Make sure you flush the old brake fluid out.Check the E-Brake cables to make sure they move freely.The light coming on could be low fluid level.
Do you mean that the parking brake works when you press the pedal down but the pedal does not STAY down? If this is the case, you should look at the parking brake mechanism to make sure that the lever that releases the brake is not stuck (the release cable attaches to it - SEE PICTURE BELOW). You will have to remove the lower dash cover to do this. Sometimes the lever gets stuck in the "relaese" position when you pull the cable. Some spray lithium grease usually works well in getting it working again.
If the lever is not sticking, then the ratchet mechanism is dammaged and the pedal assembly will have to be replaced. The assembly is only attached to the vehicle with 3 bolts. It can be a little tricky getting the main cable disconnected fronm the old pedal assembly and connected to the new pedal assembly, but other than that it is not hard to change.
I too, have had problems with my '01 s10 parking brake. This brake is not like other vehicals. The regular brake pedal needs to be pressed down before the parking brake can stay down. well there is a cable which rusts into the car just behind the parking brake pedal or lever. then it goes down to an adjuster which has a separate cable running from it to each back brake. the adjuster and all the cables' routing holes like to rust up with age, then the spring loaded location where the cable enters the back plate of the drum brake likes to get rusted up and freeze also. if all of those locations are moving freely then you need to pop the drum off and see what is holding the parking brake lever from moving against and opening the brake shoe. if there is no brake material left then not only do you have no parking brake, but you have little or no rear brakes to assist the front brakes in stopping the car.
Do you mean it won't hold very well or it just won't hold at all? If it won't hold at all, and there seems to be no resistance when you engage the parking brake, then the cable is possibly broken, depending on where you live. Northern states aren't very kind to metal due to the winter season, water and salt. If it won't hold very well, it just needs to be adjusted manually. Even so-called self-adjusting parking brakes seem to need manual adjustments every now and then (speaking from experience with my pickup).
you need to inspect the cables for binding and it checks good then your cables might be pulled out or the actuator at pedal is stuck most GM come a release at assembly ,you may have feel around for it by the actuator just above the pedal .
