I have a 1994 Dodge Dakota pickup. Its not starting. Turns over well but dose not seem to get fuel.

Could be fuel pump issue, pressure regulator, fuel check valve, gas filter. Check all connections for soundness and conductivity.

Where is the fuel filter on a 1998 dodge Dakota at

I don't list a filter you can replace for a 98 model.
The only filter would be inside the gas tank attached to the pump.

Which End Of Of Fuel Filter Connects To Manuel Pump On 1987 Dodge Dakota 6 cyl 3.9 ?

The filter should have three hoses. There should be an arrow painted on the filter showing the direction of fuel flow.
And you should be able to blow in one end and the air come out the other if direction is correct.
The line to the pump should be on the end without the extra hose.

Have you relapced the fuel pump and filter? Take it to a garage and have the fuel pump pressure checked. It very common for fuel pumps or a clog in the line to cause this.
