Should tell you in your truck manual what the fuses are, if the right headlight works then your bulb is blown on the left!

How to remove and replace front left cv axle shaft on 2008 Jeep Patriot

It is too lengthy a process to explain here...have you looked elsewhere online for a video showing you what to do? Look up "Replacing 2008 Jeep Patriot axle shaft" and you'll get something. I'm assuming you have some of the tools you'll need to do this like ratchets, sockets, jack, supports to hold the vehicle while being worked on, etc.

No rear running lights

old jeeps ran shared lamps, see the schematic of the combo switch.
then in 07, the BS went to max. "dah Chinese"
the 08 is a very complex car. electronics wise.
the owners manual is good for blown fuses or how to change a bulb
that is why they make the FSM, the size of you leg.

the newer the car , the more complex. some cars with CAN bus
there is one power cable and the BCM tells the lamps to turn on
by digital communication, to the lamps processor, yes, Chinese.
the Grand Cher. has this.

this saves vast sums of copper wire, (now horded? see wsj.com)
rule 2 on cars, and worse on newer
there is only 1 name on a fuse. and some go to 20 places.
the all time top fuse that does that is
aka: PARK/TAIL/RUNNING lamps, ( i like PARK)

there are vast parking lamps. inside (dimmable) and outside
which work and which do not. (side lamps are park too)
3 in rear. ,2 in front, other places.

missing the boat, the new cars can report power problems'
all you need is to get it scanned. using newer OBD2 scan tools.
even brake switch faults.
battery sense fail. ,
scan it, if you see CAN buss comm, fails, we fix comms first.
or get help here.

I have running lights and high beams but only the drivers side low beam works. checked the fusw box one of the fuses there has not power coming to it?? (the fuse was fine)

According to the wiring diagram, the left and right low beams are connected to the same wire which is
vt/or. Check for power on this wire. Also check for a good ground on the black wire.
