Bmw 318 wont turn over then does turn when it feels like it only put a new starter into it help

check the earth wire, sometimes they are lose enough to be problematic. Although if turning over and not firing up, does sound like immobiliser issue. Are you using the master key? although I'm not sure about 1994, should deativate once unlocked with key, unless after market alarm set up

Does a 1995 bmw 3series have handbrake shoes situated under the hub

The handbrake shoes are in the drum. They use a dual rear brake system. The discs are operated by the pedal and the handbrake operates the shoes in the drum.

What do you mean "under" the hub?

Adjusting the emerg brake is difficult. You have to adjust the brakes in the drum first, then the cable.

BMW 318i wont start engine

I would have the battery tested. When they get cold they get weak. Next I would look at the wires on the starter to see if their loose.

I have a bmw 523i se and the windscreen wipers wont work have tried changing the fuse in the glove compartment but still wont work

it's normal, windshield wipers in bmws are connected to the speedometer since the old E36 3series, so they stop whenever you stop your car. If they start again once the car moves there's nothing wrong with your car!
