My first suspicion is the battery connections may be lose and also the battery may now be run down. If you take the terminal connections off and clean them and the terminal posts so that they are shiny clean and charge the battery you can try again. If the car starts, that was the problem. If it doesn't, then look for the starter solenoid and lose connections there and also look toward the starter next. A tech with a volt meter can run independent checks and narrow it down further but having good connections and a charged battery are necessary to get started with the other tests.

99 mercury cougar wont crank no spark anti theft light flashing

a bad security system would restrict the ignition system from activating so the engine may be perfectly fine but until the security system give it the ok, its gonna sit. have someone take a look at the security system and see if they cant fix the system or deactivate it (what use is a security system if your car wont start right?)

My mercury cougar won't start, all lights are ok

Take another look at the battery, clean the posts and the terminal ends. Charge the battery, or jumpstart from another vehicle, and allow it to run for 5 to 10 minutes. Shut the vehicle off and see if it will start again. If not you will most likely need to replace the battery.

1999 mercury cougar. won't start...cranks...battery ok.

V6 ? 4CYL? Have you verified SPARK? Did anyone check the "fuel pump inertia switch?" Its in the right front kick panel. If it was a "Anti-theft Issue" the light would be on or flashing.

1999 Mercury Cougar wont turn over.

I've had similar problems with mine. Try checking the cables that run between your battery and your alternator to make sure you're getting enough feed between the two. If those are ok, have your alternator checked. I've had mine replaced 5 times since I bought the car new in 1999 and the car apparently doesn't act like most other vehicles when it's going out. If the test comes back ok, test it again. I recommend having the alternator tested at least 3 times before deciding that's not the issue. Also, I know it's a simple thing but clean your connector posts on the top of your battery to make sure you're getting a good connection. Figuring out that was the problem sometimes has saved alot of hours under the hood. Good luck!!
