I had the same problem (89 oldsmobile 98 153K miles) i checked that i was getting juice to the blow motor, the fuse checked out too. so i just replaced the whole blow motor. took about 20 mins if that. and now it blows MUCH stronger than it did before. but still not as strong as i would like. since its brand new im assuming that the 89 olds simply have weak blow motors. dont forget a tube of silicone to form a gasket for the new blow motor.

squeeze the hoses to get any air bubbles out and refill coolant as necesary. are you sure you put thermostat in the right way? may be backwards. also may be your sensor.

guys have you checked for a vaccum leak????? there is a little plastic ball with a vaccum line going to it that controls the outside air coming in. check for a leak in this line

Sounds to me like your heater resistor may be bad do you have any speeds on the fan because typicly you will still have high when this fails if so you may want to check fuse for heater and relay hope this helps

will the air flow switch from floor to the mid to defrost? if so then we have a problem with the tempature door actuator. easy to replace just in tight place. Keep me posted for more help or if this was any help thanks
SOURCE: Faulty Fan Heater - The main vents are just blowing out cold air.
Go to your idrive., climate the vent settings. you will see a person along with vent areas on the side.
If this persons color is blue it blows cold air so turn the dial for vent closest to that person until the
color changes red then hot air comes out on the vents for driver and passenger. Then let me know.
