I have a 2001 VW Passat sedan, and my tail lights are not working. The brake lights, flashers, turn signals all work but no lights when you turn switch on. The headlights and dash lights all work when you turn the car on. We have checked the fuses under dash, and bulbs and all are good. Any ideas, please help.

The brake light bulb is also the same bulb that illuminates the tail lights when you turn the headlights (running lights/ tail lights). The bulb contains two filaments one is for the running/tail lights and the other is for the braking light. There are a few possible reasons why your turn signal light is not working while your brake and tail lights are functioning properly:
Blown fuse: The turn signal lights are connected to a different fuse than the brake and tail lights. The fuse for the turn signals may have blown and needs to be replaced.
Turn signal switch: The turn signal switch, located on the steering column, could be malfunctioning and needs to be replaced.
Wiring issue: A wiring issue, such as a broken wire or loose connection, could be preventing power from reaching the turn signal lights.
Flasher relay: The flasher relay is responsible for controlling the turn signal lights. A faulty flasher relay could be preventing the turn signals from working.
Signal/light module: Some cars have a signal/light module that controls the turn signals, this could be faulty and need to be replaced.
Have you checked the bulbs and fuses? The fuse box for them is under the bonnet, usually near the battery. The lid normally just unclips. Try fuses 13, (brake lights), 22 (right), and 23 (left) for the tail lights. Always replace fuses with the same colour and rating.
I think on your model the bulbs are fairly simple to get to. Fold the small cover inside the boot out of the way. The bulb board is simply clipped into place. Bend the two clips inwards and wriggle it out past the boot liner. The bulbs are just a small turn Anti-clockwise and It slides out.

I think the brake light and turn signal are on the same bulb on these, correct?
If so do the turn signals work?
If they do than I would bet that the turn signal switch itself is the problem. The power for the brake lights is routed through the switch (except for the third brake light that is supplied power directly form the brake switch). The turn signal switch will interrupt power from the brake switch and supply power from the turn signal flasher depending on if the right or left turn signal is engaged.
Sometimes wiggleing the lever or pushing the four way flasher button with the brake pedal depressed will intermittantly cuase the brake lights to work. If this is the case than it is the turn signal switch that is causing the problem.
The brake pedal whenever pressed open the circuit to complete the circuit which turns on the brake lights. Its like if the brake pedal is not depressed the circuit is bypassing the light. So when this short-cut is opened current has to go via the tail; bulbs making them glow..........sodeep
CHECK AND SEE IF THE BRAKE LIGHTS WORK,IF SO CHECK FUSES.IF THE FUSES ARE GOOD YOU MAY NEED A FLASHER.IF THEY WORK WITH THE HAZZARD LIGHTS ON BUT NOT WITH THE TURN SIGNAL,YOU NEED A FLASHER.
i beleve the flasher on this cars, i suppesed to have a ground cable
most of times it is brown color, try to locate the flasher and make sure you have the ground and also the ignition switch power going to the turn signals flasher
