Seat belts Driver side seat belt is stuck. Feels like the locking mechanism is stuck possibley due to water and icing up. Anybody have a diagram and/or suggestion?

If the passenger side seat belt in your 2013 Chrysler 200 is stuck around the headrest, it could be due to a variety of issues. Here are a few things you may want to try:
Check the seat belt retractor: The seat belt retractor is responsible for pulling the seat belt back into the housing when it is not in use. they have a mechanism called a seat belt cam which is gravity activted with force and usually at 15mph and with sudden braking the cams should lock. If u feel that they have to much play and seem like they dont lock properly id suggest changing both belt assemblies because the cams do wear or get stuck and fail like any other moving part and it is a saftey issue for u so better safe than getn injured with a faulty belt.
If it is stuck in the seat belt clip (meaning its buckled) then that model year had a seat belt buckle recall for failure. If its stuck in the seatbelt retractor and your seatbelt retractor is floor mounted there is a release pin on the ratchet gear. TO access it you will need to remove the plastic cover located at the floorboard next to the door on the side of the car that is stuck. If its a seat mounted retractor this means the retractor mechanism is located within the seat frame. You will need to view the bottom of the seat of the belt and see the anchor point. Seatbelts must be anchored to frame of car. Trace it into the seat back. If its located in the back of the seat you will need to remove the seat cover to the extent to reach the mechanism. This can be located at the bottom of the seat.. but more than likely is located at the shoulder area. The Seat cover (fabric) is removeable via clips located at the base and tucked into the seat (think hidden bra/pant clip style connectors or zipper) If you have leather seats it is a bit more detailed and more difficult to manage the seat covers. Typically your local Chevrolet dealer mechanic can get this done in 10 minutes (based one experience) and quite possibly wont charge you or charge you minimally. The downside to this is if its locked that means the same gear that locks it in an accident was frozen in place somehow and this typically indicates a dirty dirty spring or broken spring mechanism. The locking pin operates on centrifugal force and activates based on speed by which the seat belt is pulled out. (just a bit of knowledge) Good luck
Seat belts are usually not repairable.The only thing that can be done is to check and make sure nothing is stuck in it or that it is not twisted.You have the kind that is in the seat back itself.These are a little more difficult to remove from the seat because it is so easy to break the plastic trim covers.Best thing to do if not familiar with auto repair to go to the dealer or auto repair shop that you trust and have them repair it.Good luck.
If brute force doesn't unstick it remove the back seat and pull the cover off of the reel. The problem should be apparent. You can turn the reel with a large screwdriver if need be. If the belt is damaged find another one at your local recycler, the side reel is behind a plastic panel that is easily removed, the assemblies are held in by big bolts.
It could have twisted on recoil and is now stuck. You'd have to remove the interior panel to view that.
On the really bad side, the seat belt pretensioner could have failed or fired and locked the belt in place. If that's the case, I'd have a mechanic replace it since you can trigger an air bag deployment replacing it yourself.
take seat belt loose at floorboard and check to see if anything is stuck in mechanism, sometimes the rachet spring will break and a ne seat belt is in order
so after completely tearing the seat apart I found 2 wires going up to the seat belt mechanism from under the seat, these wires got caught in the seat mechanism underneath and were shredded. There must be a small solenoid inside the seat belt mechanism because I could hear it click after I repaired the wires(this circuit is live even with the ignition off) Im not sure how it all works but this solved my problem.
