theres probably a switch off to the left of the steering wheel (probably some sort of wheel looking switch for the brightness)

I would check the fuse and for power at the turn signal switch.

There is likely a bad electrical connection at the back of the instrument panel. Remove the instrument panel, unplug the connectors, clean the contacts on the plugs and the panel with rubbing alcohol and q tip, and reinstall.

Instrument lites are on a small amp fuse 3 or 5 amps. The lite switch may supply the power to the instument lites. to the fuse box first,then to the instrument panel. LOOK for the color code of the wire to the fuse panel and to the instrument cluster,check for power,in this wiring.Check bulbs and the grounding wire for the panel.Check all the plug ins.

It could well be a relay.

THERE IS A SWITCH ON YHE DASH THAT CONTROLS THE BRIGHTNESS OF THE LIGHTS IF IT IS TURNED ALL THE WAY DOWN THEY WILL NOT ILLUMINATE

This is a signal of a bad abs sensor. replace the abs sensor asap.

The instrument panel has an internal short.
This is very common failure with the instrument cluster. You need to take to the dealer for repairs.
