Similar problem on my Montero-- the other night the horn started sounding full blast in the middle of the night w/ no one around. Was not intermittent as it does during an alarm, and nothing would stopo it. Finally police came and removed 2 battery fuses so the horn is disabled. Does this sound like the horn button needs repair as above? Thanks..
Is the alarm causing the horn to honk? If so, you need to figure out what is causing the alarm to trigger, which could be any number of things.
Or, the panic module could be failing.
It is least likely to be the horn ring unless the only way you can get the horn to stop is by "beating the horn button on the steering wheel".
If it is, then you can replace the parts for the horn button, but you will need to get an assembly manual for the vehicle. Be sure to disconnect the battery before attempting to remove the airbag module. If it goes off, then you risk injury, and, they are not cheap to replace.
It's most likely the clock spring. I fixed my 2003 using this link. I reposted in FixYa, but I cannot find it, so here you go...

Hello Mark,
Yes the vehicle has a car alarm and a panic button both on an electronic remote.
Mike
Does this vehicle have a car alarm? Is there a panic button on the electronic remote?
My montero is doing exactly the same thing. Im thinking the hor switch in the airbag is bad. My thought is when its warm it expands and during the night when it cools in contracts and connects sounding off the horn. A good couple of bang on the sterring wheel stops it, but not always for long, 3 times last night! Ugh, Im pulling the fuse!
