Solution #1 is probably the right one.
I have a 99 sunfire amd have a problem with the condensation leaking a lot of water into my passenger interior and puddling like a little lake.
The rubber 90 degree elbow should be attached and facing downward.
It's on there pretty loose, so it might have came off. Not sure if it even needs to be on there, but the manufacturer put it on for a reason.
I have also had an overheating issue in the past with the same car, but that was due to a faulty radiator cap. The AutoZone guy gave me the wrong one when I replaced. The car hasn't had an issue for 2 years now after the second NEW cap.
Is this 'pipe' emptying inside or outside of the car? If it is outside, under the car between roughly the passenger (front) foot area and the front tire, that is a condensation tube, and it is normal. Moisture removed from the air in the cabin is directed to the tube and outside of the vehicle. I'm guessing you live somewhere that is warm if this is happening now. If it is leaking inside the car, this is the same tube, only it can become plugged up with goop, and empty inside the car. The tube must be cleared of this goop, and it will flow through the tube to the outside again as it should. If this is not what you are talking about, let me know so I can help further. To confirm this is the problem, use a white paper towel to get a sample of the 'fluid'. Condensation will be clear and have no odor. All other fluids are slippery to touch, or are a color, or have an odor.
Your cap is probably ok. The coolant leaks out when the cap is on because the system is then under pressure, forcing the coolant out any opening (hole, crack, etc). When the cap is off, the system is not under pressure, so you will not see as much leakage. Is this a heater hose? Check it for leaks, and replace the hose if you find where or which hose it is.

Check the hose lines going into the heater core for loose or damage-- u may not have lost enough fluid {it should be anti-freeze not water} to affect the vehicle but you are going to have to repair or replace your heater core because soon enough you will lose enough fluid to over heat your car

It is not inside the car it is right where you said it was but she is loosing anti- freeze somewhere and when you turn the care off it starts to drip faster but when you take the radiator cap off it barley drips could the cap be bad ?
