Did you disconnect the battery or run it down? This message means you must enter the correct code. If you do not have the code contact your Audi dealer. I'm not sure which model you have but these are the instructions for Symphony 1.
I'm not sure if this also applies to Symphony 2 (which has a built in single slot 6 CD changer)
Switch on - display shows SAFE as you indicate.
Press and hold TP and RDS buttons at same time until 1000 appears.
Release buttons (dont touch again or 1000 will be entered as the code).
Using station select buttons 1 to 4 enter code. Use button 1 to select first digit of security code, button 2 for second digit etc (buttons 5 and 6 cannot be used). So, say the code is 5238, you'd press '1' five times, '2' twice, '3' three times and button '4' eight times.
Once code is entered press TP and RDS buttons together and holde until SAFE appears
Release buttons and a radio frequency will appear in the display.
If you accidently enter the wrong code the word SAFE will start flashing. You get ONE more chance to go through this procedure and enter the correct code.
There is a more complicated procedure to go through after this with one hour time delays between attempts.
Curtorsey Audi Owner's Club:
SOURCE: Stereo Says Safe and Can't listen to it
Get the code from your dealer with the car's VIN if the system is OEM.
Chances are the code is somewhere in the owners manual package that came with your car....so much for theft proofing...if you or the PO haven't removed it.
If you have the code, like 0095, you press and hold two buttons on the RHS of the Bose Symphoney II, the PSCAN and RBDS buttons IIRC for about 3-5 seconds...the SAFE should go out and 0000 appear on the screen.
You then use the first four program buttons to cycle each number (1 for first 0, 2 for second 0, etc.) to the program code. When you've entered the program code, press the PSCAN and RBDS buttons again to start the radio. I don't think the ignition has to be on.
Next time use a battery jumper...I prefer the portable kind that can be recharged through the power socket/lighter. I just replaced my battery ($153 genuine Audi OEM vice $300 installed) and had no issues with the radio. BTW, the auto up on the drivers and passenger windows probably has to be reset. Lower the window(s) all the way, raise them up and HOLD the switch up for 3 seconds...the auto up will reset.

Turn on radio - the word SAFE will appear in the display. Press th P.SCAN and RBDS buttons simultaneously and hold them down until "1000" lights up in the display.Release buttons.Do not, under no circumtances, continue holding them down or press them once again. This will cause the radio to consider the number 1000 to be the input code.Use station buttons 1,2,3,and 4 to enter the code number on your Radio Card. Use the button 1 to enter the first number 2 for the second number 3 for the third number and 4 for the last number.Once you have entered the code and it shows on the display, press the P.SCAN and RBDS buttons down again simultaneously and hold them down until the word SAFE appears in the display.Release buttons. You should have been given the radio code for the vehicle when purchased, if not you will have to visit your local audi dealer for them to obtain the code from germany, check your audio handbook to see if the code is in there
