My 1998 chrysler concoreds hood release cable came loose after I repaired a fan. Is there a way to release the hood latch. there seems to be no way of reaching the latch from underneath

If you mean the cable came unhook at the latch assembly,yes you can open it from underneath the front end but it takes time and a long skinny screw driver

Quite often the hood latch will not release for one of two reasons. Firstly, the latch is gummed up with old grease, and secondly the cable is kinked and does not release the latch. I is also possible that the latch is damaged, possibly at one time the hood was forced down at a slight angle which could damage the latch.
First, check the cable. Unhook the cable from the latch by pressing the latch back as far as possible with a tool and unhooking the cable. Let an assistant pull the hood release inside the vehicle and feel if the cable moves in freely and you can easily pull it back by hand. If not, replace the cable. Do NOT close the hood while you have the cable out!
Next, check the latch for free movement. If ally is well the only other problem is the bullet hook on the hood itself which may be either loose or adjusted in too far,
You'll have to try going thru the grille or from under the bumper to access the hood latch. You might want to look at another GM product to gauge were the latch is in your car. Sometimes you can use a coat hanger as a hook to pull the latch from outside the grille or between the grille and hood. Or use a long screwdriver from under the bumper.
You need to remove the black plastic mud guard from under the bumper, use a 10 or 12 mm socket with extention to reach the hood latch from under the car, un bolt the latch and lift the hood up to repair. Hope this helps.
take off the left front wheel and fender well. slice off the hood cable insulation get a hook too pull the wire have a buddy pull up on the hood while doing this. Should pop open then hope this helps u out.

HOOD LATCH CABLE REPLACEMENT
Remove the following items:
Hood release handle.
Radiator guard.
Hood latch.
Wheel guard.
Using a clip remover, detach the clips from the body, then remove the hood latch cable (A) from the vehicle. NOTE: Take care not to bend the cable.
Installation is the reverse of removal. NOTE:
Make sure the hood latch cable is connected properly.
Replace any damaged clips.
Is there any part of the cable inside the cabin that you can pull with a pair of pliers? I suggest that you try that. You may need to disassemble it from the pull handle to make that work.
it is possible to open it but you will need it in the air. you will be able to see where the cable attaches and with a long screwdriver push against it and release the latch
