Sound like horn pad is bad.you going to have to replace horn pad and air bag as a whole unit.horn and air bag is all in one.this is a dealership fix.

The only way to check it correctly is with a test light, And have someone hit the horn while you watch the test light to work, But it will probably be the horn itself.

You would need to check the circuits at the relay.
The horn pad grounds the relay to make the horn blow.
You should have power at the relay, and a ground from the horn pad when it is pressed. The third wire goes to the horns.

If your not going to fix the horn plate in the column. Wiring a horn button is easy. You need a hot lead from the fuse panel to the after market button and from the other side to the horn button under the hood unit (grill area). Most horn unit are self grounding.

Horn on my 2004 Chevrolet Malibu won't work. Fuse is good and relay is working properly. Where is the actual horn?

If its like my 99 Chevy Lumina, its behind the front bumper, passenger side. You'll have to take the whole front bumper off. Stupid I know. But thats how Chevy made them.

I think you mean horn relay
I would try a new relay it is possible that the relay is defective and that's why it was removed
here is how the horn circuit works
The body control module (BCM) controls the horn relay by grounding the control circuit of the horn relay coil. When the horn relay coil is grounded, the horn relay contacts close, applying voltage to the horn via the horn supply voltage circuit.
if the horn relay does not fix your concern you may need to take it to a shop and check for any BCM fault codes
and you are correct having no horn is a SAFETY ISSUE
that car should have NEVER PASSED A SAFETY WITHOUT A HORN

2001 Malibu - turn signal & horn problems

Google Service Bulletin No. 04098A. There is a recall for the hazard switch. My car's vin is not within the range, but I have the blinker problem. I was told by the Chev. 800 number that if a dealer determines that is the problem they will replace it. You can also buy the switch for about $20 and replace it yourself if you don't want to have to deal with a service dept.

the best advice is to let a proffesional look at it . if the air bag goes off, then you are looking at a few hundred dollars to repair.

I have a 97 chevy malibu and my horn doesn't work what could be the problem?

you probably have no power to the horn. look around under your hood and behind the grille for the horn, if you can find it, determine if there are any wires connected to it. if not, look around the vicinity for a detached wire and see if it connects to the horn, if so, connect it. try the horn. fixed? if not, get a new car.
