A 1998 Ford Taurus has the idle controlled by the ECM. The ECM analyzes data from the systems sensors and determines how much air and fuel the engine needs to run at the desired speed. If the car is idling higher than it normally does then there is a problem with a component of the engine or it's control system or there may be something foreign to the system causing the problem, either way you cannot manually adjust the idle and you are most likely going to have to have a mechanic or someone with mechanical skills and diagnostic tools, read the trouble codes or datastream to narrow the problem down.
