It should be under the dash on the passenger side... just above where the passenger puts their feet.

THE HEATER RESISTOR UNDER THE DASH MAY BE BAD. TRY THIS- TURN THE BLOWER SPEED TO HIGH W/ THE KEY ON AND HIT THE HEATER MOTOR WITH A HAMMER----LOCATED UNDER THE WINDSHIELD AND BESIDE THE RF FENDER------ IF IT TAKES OFF YOU NEED A MOTOR...

I have a problem with my fan on my 1999 sunfire

This is sometimes caused by the blower motor resistor. It is usually an inexpensive repair. The resistor mounts in the heater box, and depending on the location of the heater box, is fairly easy to change.

What will make a blower in a car only work on high 0n a 1996 sunfire

Could be two things. Heater control..or heater switch. Or the moter is not recieving the reostat info from control. Check at heater wher wires go into it..as you change positions of switch you should see a voltage drop or increase, if u do then the moter is bad...if u do not then replace the heater control unit. :)
