I have a 2000 ford contour 4 cly with a Code P1451 we have changed the solenoid next to the fuel tank. but the code came right back

P1451 FORD - EVAP (Part of the fuel vapor emission control system) Control System Canister Vent Solenoid Circuit Malfunction.The Purge control vent valve is located on the carbon cannister tray near the gas tank in rear of the truck, it is either damaged or has stopped working.

What is the code P1451 solution? Runs great, codes P1451, P0171 and P0174 are coming up and the engine light is on. Car needs to get inspected but codes need to be fixed.

My guess would be dirty fuel tank. Possibly clogged fuel pump strainer.
