With a scanner, no way to do it without the proper tools
the word pretensioner means nothing to why you have to reset the light, An independant repair shop is always less than the dealer.
there is a trick to get thru the inspection. There are two types of codes. One will turn the light on as soon as it happens. The other is a soft code. This type will store itself in memory and if the computer sees the fault a second time it will turn the light on. This soft fault will only be tested on every cold start. So what that means for you is if you can clear the light then drive the car for a couple hours, freeway and city driving , then without shutting the key (engine) off go ask the technicain to check the monitors to see if enough ran to run the test. You can still pass if all but 2 have run in california and the light is still off.
Sometimes a trans will set a code but have nothing to do with emissions and you will still fail which is stupid in a sence.
Hope this helps

Here's a quick check list for most common cost of SRS / Air bag problem.
Dirty contacts on driver and passenger seat belt buckles
Dirty contacts on seat belt connectors (under seats)
Dirty contacts on driver and passenger sides weight sensors (under seat)
Seat covers
Weight on passenger seat
(Example: grocery package trigger SRS / Air Bag light on the way home.)
I recommend you to pass an vacuum over the contacts and use CRC electronic parts cleaner to rule out connectivity problem.
I DO NOT disconnecting the negative battery connector to clean the code(s)
Without the code(s) the dealer will takes "BILLABLE" time to reproduce the problem.

The best and easiest way is to take it to the dealer and letting them do it good luck
