Car starts and runs for about 10-15 seconds and then stops, seems to be starving for gas. Is this a fuel filter, if so where are filters located??

It sounds as if your fuel pump is bad. depending on how many miles you have on the car, the fuel filter may be clogged. this is usually located along the back of frame rail, usually on the right hand side. replacing this is the cheapest and quickest fix. most people tend to forget the fuel filter, and i've seen cars with over hundred thousand miles and still have the original filter.

My club car gas golf cart was running good then al the sudden wont go over idle speed

Perhaps it's a stuck carburetor float valve, bad fuel pump (if it has one) or clogged fuel filter.

My car seems to be starving for gas

Yes you may replace your fuel filter and check for the adjustment of the carburetor float level. Try also cleaning the whole carb specially the metering orifice and other small passages.

Fuel is getting past my filter, van is still starving for gas

is the fuel pump bad or is it passing right through the filter? check by going into the starter position but don't let the car start and you should be able to hear the starter run for a couple seconds.
