The shift light in my 1999 volvo came on and is blinking and the transmission wont downshift into the lowest gear like it used to.What would cause this. I know my ABS pump/computer is messing up too but dont know if it will affect the answer. I can also make it go into low using the gear selector.

I would do a relearn/reprogram on it first, but most likely it is a bad transmission control module... Inside the transmission. Replacement has to be reprogrammed.

The short answer, yes. M46 models with the type J or P overdrive (depending on year and market) require a certain level of oil in the overdrive. Additionally, the overdrive is a lot like a standard automatic transmission with one gear range in theory of operation. Therefore, the hydraulic properties of said transmission do come into play here, line pressure, shifting pressure, accumulator and piston function all work together to engage or disengage the unit. Always ensure the unit is disengaged before downshifting and of course, shifting into low reverse.

You need the TCM module scanned for fault codes.

Isn't the kickdown vacuum operated on older cars? If so, would poor engine vacuum or leak therein cause the tranny not to downshift?

Check that the shift lever path is clear and clean. Then check the quantity and quality of the transmission fluid. The fluid should be red in colour. if it is black it should be replaced.

call the jeep dealer with v.i.n. number so you can get the right speed sensor and just install in the rear of your transmission. will only take about 10 min. to change

It sounds like the output speed sensor is bad, but without a code it is hard to say. It will cause it to go into limp in mode which is 2nd gear without an up or downshift.
