Multiple problems like these leads me to think you should:
Check the Relays and Power-to-the-Relays in the IPM located in the engine compartment (also referred to as the fuse box); especially the Accessory Relay. Most these Relays have similiar size/type Relays inside the box. Switch out known working relays with suspected not working relays and check the known working function. If it now does not work, it is the Relay.
If this does not work, then there is possibly a wiring issue.

I had my passenger headlight bulb replaced. Now when I go to start my 2009 buick lacrosse, my horn honks, wipers come on, trunk pops open and loud bass static on my radio.

Who replaced the headlamp bulb ? Take it back . Everything your having problems with are all controlled by the BCM - body control module . May have crossed wire's ,shorted etc....
