It could be but first you have to make sure you are getting spark, no spark no fuel pump, if you have spark and pump then check fuel pressure, got fuel ok?? then check injector signal, good luck

I don't think the EFI relay is at fault. Other things would be dead if it was, including the starter. See here p177 to test fuel pressure, which may be too low if the fuel pump itself or the pressure regulator is faulty.
Hard to say what it is without testing so I 'm gonna give you a list of things you or a repair shop can check out:
SYMPTOM :NO CRANK
Battery,battery cables,ignition switch, neutral safety switch, starter relay, starter.
SYMPTOM: CRANK NO START
MAKE SURE TIMING BELT DIDN'T BREAK OR SKIP A TOOTH,STARTER current draw test , coil, coil pack, ignition module( only if no spark at the plug wires) fuel pump relay, fuel pump, injector module and drives, fuel pressure regulator.
This year Camry is a good year. Very little problems except annoying EVAP system. TIMING BELT SHOULD BE DONE EVERY 60K . ALONG WITH CAM, CRANK, OIL PUMP SEALS AND WATER PUMP.
I recommend taking your car to Sears Auto Center
they are pretty good with this kind of work.
Maybe needs new fuel filter, possibly new fuel pump. Check fuel pressure, low fuel pressure would indicate a problem with fuel filter or fuel pump. If fuel pressure is sufficient, fuel injectors may be shot. Use a stethoscope, or screwdriver, to listen to each injector to check for a clicking sound, signaling that the injector is operating.
You have to figure out several things. Do you have spark at the plugs, fuel to the engine and if so enough pressure? If you have these things then you could go to possible timing issues, but you have to check these first.
I don't remember the exact year they stopped putting serviceable fuel filters on a Camry but...try this. Open the hood. On the right you'll see the air box, where your air filter goes. look down between that and the master cylinder and see if there is a metal can shaped part there with 2 metal lines in it. If so, thats the fuel filter.If it is not there then your cars filter is part of the fuel pump thats located in the fuel tank and should never need servicing unless you got contaminated fuel.
I would definately check the fuel pump relay, should be located in power distribution box in your vehicle, you may be able to switch it out with a relay of the same type to see if it turns on the fuel pump, but you may need a new fuel pump if this doesn't fix it. Hope this helps.
