Can I buy a low beam and change it by myself in passat 2004 or I have to change the whole headlight?

Dim headlights are almost always caused by a corroded ground connection. But sometimes it can be caused by corrosion inside the headlight connector.

Your best bet is just go to your nearest junk yard and get both headlight assemblies you can't just buy the warmer piece you have to purchase the whole thing

it means that the low beam is not working

If it has a normal headlight system than yes the high and low beam are the same bulb the part number will be 1255/H7 If you have HID headlights than you will have a seperate high and low beam bulb. Your second low beam may have burned out last night (that is, you were running on one headlight for a while).

Buy a new headlight (you may have never changed the headlights on a 2004. If you have changed them in the past 3 or 4 years, my solutions is likely wrong.

you need to change the bulb an your local parts store will show you how

If both low beams do not work - check the fuses and/or relays

turn on your low beams and look at the passenger side. as a general rule the low beam lights are the ones on the far side of the headlight bucket, not on the inside
