You could check if current runs to the horn wires when the horn switch is pressed. If ok, then the horn itself may be old. Next thing is the fuse, the grounding source, the horn-wire plugs.

SOURCE: 1999 toyota avalon horn works intermitely

I would suggest to you to have the spiral cable (or 'clockspring') replaced. This is the electrical unit that transfers power to the air bag, the horn and the cruise control.

It is located right under the seering wheel.

Your description of the issue indicates to me that your spiral cable is loose, and making intermittant contact. If the vehicle had an air-bag deployment, this cable-device should have been changed.

Every time i turn my wheel my horn blows3

clockspring or horn wire is shorting inside column. You will have to remove the steering wheel to repair. This requires special tools. If you want to do it yourself, I recommend you get a manual or borrow one from the library.

Airbag light on, cruise does not work

Hello. Welcome to FIxYa. My name is Toyota Ed, and I would like to assist you.

What you have is a broken 'spiral cable" (more commonly known as the 'clockspring'. This device transfers all of the steering wheel electrical functions to the steering column wiring harness.

To replace the spiral cable, you will need to remove the horn pad/air bag, and pull the steering wheel from the steering column. Note: You will be removing the air bag from the steering wheel. This requires some familiarity with the air-bag system and specific precautions, to remove it safely.

If you do not have the correct experience and tools to perform this task, I would suggest that you take it to a professional.

Horn rarely works. It seems like the correct electrical contact is not working when the driver presses. Every once in a while, it can be "finessed" by pressing on the edge. I'm not sure how to remove the...

disconnect the battery and wait at least ten minutes before messing with the airbag, don't want the air bag going off while your working on it. behind the steering wheel you should see the bolts holding the air bag in place. once you get the screws off remember there is still a connector holding the airbag in place so disconnect it and you should be able to see your horn switch.

No ground at steering wheel and column shaft.

You have a very common problem.
I see this quite a bit. The horn quits because of the ground is lost. There is a new column that fixes this issue, but it is expensive.
All you have to do is find the body ground [point on the left side of the dash, behind the left kick panel. There are several whit with black tracer wires that are connected under a bolt. Just run a wire from there to a spot on the column, and bolt it on.
Problem fixed. Easy to do.

My 99 Toyota Avalon horn does not make any sound.

save yourself the hassle , buy yourself a momentary 12volt switch drill a nice clean hole on your driversside dash and re-wire your horn to it, all the screwing around you'll do to figure out why toyota makes cheesy horn contacts you could have your problem fixed..

on one side of the switch you should run a wire that is a 12volt switched +
on the other side I would run another side run a new power wire to your horn
leave your horns stock ground and just replace the HOTLINE ..

you could even go as far as installing a la cou ca racha horn to bring back that 70's Lowrider feel lol

1999 toyota corolla Horn doesn't work.

Usually the wire from the steering wheel is Green w/Red and the wire to the horn from the fuse box is White. There is only one fuse, sometimes shared with the emergency lights. Check to see if there is power to the horn itself with a volt meter.
