I would suggest to you to have the spiral cable (or 'clockspring') replaced. This is the electrical unit that transfers power to the air bag, the horn and the cruise control.
It is located right under the seering wheel.
Your description of the issue indicates to me that your spiral cable is loose, and making intermittant contact. If the vehicle had an air-bag deployment, this cable-device should have been changed.

the horn in toyotas car have permanent positive curent+ at terminal wat you ned is the curent negative -- that come in contact when you presse the steering colum in the midle this is acctualy the switch you loking for oyu most have a bad contact in that steering if you are going to remove the air bag to have access to that mechanism be carreful not to bang or dammage the air bag it my inflate and hurt you badely nicolas
